They've made the configuration change. However, you will not see the review group until you request to have the [[mw:Extension:FlaggedRevs|flagged revisions]] extension enabled. You will not see the edit filter manager group until you request to have the [[mw:Extension:AbuseFilter|abuse filter]] extension enabled. These are extensions with far-reaching effects and you should read over their pages and discuss them thoroughly before filing bug reports to have them implemented. Both are enabled at English Wikibooks but they may not be appropriate for a smaller project (no offense). I don't think they created the rollbacker group; they just gave the ability to add or remove people from such a group (when it is actually created).
